On June 23, 2025, Governor DeSantis signed House Bill 913 (HB 913) into law. This legislation, which takes effect July 1, 2025, introduces important changes to how condominium associations in Florida can hold meetings. Much like previous legislative updates in recent years, HB 913 will raise questions that may require legal interpretation, but one thing is clear — video conferencing for association meetings is now explicitly permitted and regulated.

What HB 913 Says About Video Conferences

For the first time, Florida statutes define “video conference” in this context as a real-time audio or video meeting between two or more people using audio or video-enabled devices. Under the new law:

  • Board, membership, and committee meetings can be held via video conference.
  • physical location must still be provided for owners who wish to attend in person.
  • Meeting notices must clearly state that the meeting will be held via video conference and include:
    • A hyperlink to join online.
    • A telephone number for owners to participate by phone.
    • The physical meeting location for in-person attendance.

If you’ve already been running hybrid meetings, this protocol will feel familiar — the difference is that it’s now a legal requirement.

Recording & Record-Keeping Requirements

One of the most significant changes is that all video conference meetings must be recorded. These recordings must be kept as an official record of the association and be available for member inspection for at least one year.

If your association is required to maintain a website, the law goes a step further:

  • Recordings (or links to recordings) for all video conference meetings must be posted on the association’s website.

Who Must Have a Website?

Associations operating condominiums with 150 or more units have been required to maintain a website for several years.
However, a 2024 law lowered this threshold: by January 1, 2026, any condominium association with 25 or more unitsmust have an association website.

Why This Matters

HB 913 modernizes meeting procedures, ensures accessibility for owners who can’t attend in person, and increases transparency through mandatory recording and posting of meetings. It also means associations need to prepare now — not just for compliance with video conferencing rules, but for the upcoming website requirements.
